Obama and all candidates for president will support open borders. Most Americans don’t know and the mass media barely covered the most important announcement in the history of America. President Obama is the first president to actually declare his intention to establish a security perimeter around North America, in cooperation with Canada and yes, another bilateral agreement with Mexico, eventually completing the continental security perimeter. This will permit the citizens of Canada, Mexico and the United States to travel across our mutual borders without being stopped. These borders will be open to travel, like citizens in the European Union.
George W. Bush and the other two leaders of North America signed the Security and Prosperity Partnership of North America (SPP) on March 23, 2005 in Waco, Texas for a deeper integration. The implementation plan calls for a common security perimeter around the continent.*

The Wall Street Journal, February 5, 2011:
“U.S. President Obama and Prime Minister Stephen Harper unveiled an initiative Friday that aims to integrate the two countries more closely in security and trade, taking a big step toward redefining their common border.
“The plan calls for deeper collaboration in areas from cargo-screening methods to intelligence-sharing inside their common shared perimeter. It calls for common standards for biometrics in screening travelers entering through the U.S. and Canada, and seeks to integrate the system for tracking those entering and leaving the countries.
We commit to expanding our management of the border to the concept of a North American perimeter-not to replace or eliminate the border, but where possible to streamline and deconjest it.”
Partly true. Prime Minister Harper of Canada and President Obama attend the annual North American summit with President Calderon of Mexico every year with no news of substance to the public about the real goal. Their task is to finish the integration of North America so that people and commerce can travel freely throughout the continent without being “conjested”. Each leader at the summit is dedicated to the mission, along with their ministers (U.S. ministers include Hillary Clinton and Janet Napolitano), plus CEOs from all three countries. In the security section of several amnesty bills, the Secretary of State is responsible for our part of the perimeter and aiding the other two partners plus reporting to Congress on the progress of the perimeter.
Now read this from the Council on Foreign Relations Task Force implementation plan for Building a North American Community, the road map for integrating North America into a trading region. The three leaders accepted this plan after the agreement in Waco which calls for initial governance, essentially a mini-parliament to develop and run the trade continent. This group would consist of cabinet members and legislators from all three countries, and an advisory group- CEOs from all three member nations. After decisions are made, the legislators would return home and introduce bills to implement this continental integration.p. 32
( Note: We already have a mini US-EU parliament that has been meeting for a decade to harmonize laws, rules and regulations for deeper economic integration between Europe and the United States. A permanent mini parliament by 2015 is possible for more integration talks.)
“To that end, the CFR Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community (Canada, Mexico and the United States) based on the principle affirmed in the March 2005 Joint Statement of the three leaders that ‘our security and prosperity are mutually dependent and complementary.’
‘Its boundaries will be defined by a common external tariff and an outer perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.'” p.3
(The reference to North America is that this continent will be a region, like the EU, no longer three independent sovereign nations, but three nations with “shared sovereignty”.)
A common external tariff and an outer security perimeter are two of the last steps to a North American Community-also a North American Union. This incremental model of integration, slow and off the radar so the citizens are unaware of the project, is being used in the North American and African integration projects. Both are based on the European Union model.
*Wikileaks has a message sent from the American embassy in Montreal on how to go about this integration just months before the three nations signed the Security and Prosperity Partnership of North America (SPP) agreement on March 23, 2005. A number of sources at Waco, including PM Paul Martin, verified that the three leaders, including Bush, signed the SPP. Signing the agreement can also be found on page 24 of the plan. This means that George W. Bush lied on the President’s website when he said no one signed an agreement.
The U.S Congress must be involved in order for the perimeter to be legal. See p.8:
“Like free trade a decade ago, a common security perimeter for North America is an ambitious but achievable goal that will require specific policy, statutory, and procedural changes in all three nations.”
“The three countries should develop a secure North American Border Pass (already done) with biometric identifiers.”
Doesn’t this sound exactly like the North American integration plan? Obama and Harper are, indeed, in lock- step with the plan. Obama has made other bilateral agreements with Calderon of Mexico on a plan for an eventual perimeter with Mexico. That requires a different approach to integration because of that country’s internal problems.
But we are currently aiding Mexico’s goal of a common security perimeter with America’s Merida Initiative. Bush and Condoleezza Rice are responsible for that program in 2008. Mexico is also a part of USNORTHCOM, a trilateral continental response force. Under integrated forces and agencies from all three nations, this multinational force could potentially be involved in combat anywhere on the continent for a number of missions in the future-including civil unrest.
Read several bills of the unsuccessful congressional legislation which clearly reveal that a perimeter is being constructed.You can go to this site and see these bills, including a security bill, with wording for the completion of a “common security perimeter” for “North America”. The first legislation on this perimeter is S109-853, which was offered in 2005. Senator Lugar was the sponsor and John McCain was a co-sponsor. See this for an understandable look at the security part of amnesty legislation.
The first bill, S109-853, is a security plan for the U.S. that is also about helping Canada and Mexico complete their part of the perimeter, which includes the United States helping secure Mexico’s southern border with Belize and Guatemala-the southern part of the perimeter. And we are helping them set up a customs system along their southern border. Success means all three countries declare operational control of their border and become part of the common security perimeter.
The final step would be to open our mutual borders for all three nations, operating like the EU. Everyone would have a national biometric ID card on databases. Foreigners will also be cleared once landing at a Port of Entry anywhere on the continent. Since the three nations have operational control of that security perimeter, anyone in North America is legal and no one will check your ID.
Once the corporations achieve open borders, the flow of traffic will be huge as commerce and people will travel on new and improved “NAFTA” highways all across the continent without stopping. This is what CEOs from Canada, Mexico and the United States are after. This integration will also bring a new labor force to America, both labor and professional. From the plan for a North American Community:
“Canada and the United States should consider eliminating restrictions on labor mobility altogether and work toward solutions that, in the long run, could enable the extension of full labor mobility to Mexico as well.” pp. 26, 27.
“Move to full labor mobility between Canada and the United States. To make companies based in North America as competitive as possible in the global economy, Canada and the United States should consider eliminating all remaining barriers to the ability of their citizens to live and work in the other country. This free flow of people would offer an important advantage to employers in both countries by giving them rapid access to a larger pool of skilled labor, and would enhance the well-being of individuals in both countries by enabling them to move quickly to where their skills are needed. In the long term, the two countries should work to extend this policy to Mexico as well, though doing so will not be practical until wage differentials between Mexico and its two North American neighbors have diminished considerably.” pp.27, 28. (Lower wages for Americans if you can find a job. This is the CEOs’ Promised Land.)
The new labor force for America will be Mexicans. And as George W. Bush said in a speech, he welcomes the new America. American wages will continue down and one business publication wrote that wages for American workers should be reduced at least 20 percent. That’s one reason corporations want to replace Americans workers with Mexicans. And the U.S. government needs workers to pay into Social Security because the American workforce is not producing babies. So America is getting new workers that produce a lot of babies who will work cheap. Now corporations can hire labor and compete with the third world. And those borders will be open.
That’s why all this complaining about illegals is pointless. Since 2005, the Republicans, and now, the Democrats, have been busy putting together this North American Community and planning the opening of our mutual interior borders for the flow of people and commerce. This was an agreement among the three leaders of North America. Is it legal? Probably not.
Since all of our leaders at the top are on the same page with corporations, our situation can only get worse. And the candidates can say one thing today and another tomorrow. But they are all on board with the new global order. The global elite say it’s the only way (complete control) that we can survive the approaching overpopulated, polluted, resource-scarce world. And the corporate CEOs just want to keep “growing their business” forever, seemingly oblivious to the fact that the earth and its resources are finite.
If you have read my articles over the years, you would see the consistent non-actions toward illegal immigration and securing the border by our leaders. George W. Bush kicked it off with the SPP and the North American Community. And now Barack Obama turned his back on his supporters and is now leading the charge for the North American merger and open borders for all “citizens of North America”.
Gingrich, Romney, Santorum: If elected they will all be at the annual summit meetings, tearing down our nation a little more each time. And Americans continue the play, as if something wonderful is going to happen because we voiced our displeasure and now Gingrich, or Romney, or some hero will arrive and make it better. It won’t happen. (Ron Paul included).*My reference is to Ron Paul, alone, not being able to save America against the corporate/government partnership.
Everyone should make a copy of that 32-page document on the North American Community and watch what happens regarding the invasion problem. Any actions toward tightening the border are temporary, strictly for an amnesty bill. Meanwhile, Obama also announced that a Canadian and American working group is now planning how to implement the North American perimeter around Canada and the United States. Under Bush, the trilateral working groups worked out of the U.S. Department of Commerce.
